can achieve through their own efforts or through another collection service; and

Purpose of Department of Revenue Recovery
|
| The Department of Revenue Recovery has been established pursuant to Sacramento County Code 2.73.040, to function as
a centralized collection activity by providing agencies and departments within the County with professional collection services
for the resolution of debts owed the County. Using collection enforcement techniques in compliance with State and Federal
laws and always mindful of the County's interest in the welfare of its residents, the Department of Revenue Recovery will ensure
that, wherever possible, the taxpayers of Sacramento County are not required to bear the added burden of indebtedness that
is the legal responsibility of a specific individual.

Services and Responsibilities
|
Professional and Specialized Collection Services
As the collection specialist for local government, the Department
of Revenue Recovery can provide professional and specialized
collection services, including:
- Billing, cashiering and general collection;
- Assessing ability to pay and collectibility of debts;
- Obtaining and enforcing judgements on delinquent accounts;
- Processing accounts to the Board of Supervisors for Relief of Accountability; and,
- Consulting on ways to improve collections prior to referral.

Responsiblities of Revenue Recovery:
- Employ professional and cost-effective collection practices;
- Diligently follow-up on delinquent accounts;
- Strive to reduce collection costs by working with customer agencies to
improve specific processes and procedures unique to those customers;
- Maintain a cost allocation methodology that equitably relates charges to
customer agencies to actual collection activities performed for those customers;
- Provide cost and revenue projections to each customer department for budget
preparation and reporting purposes;
- Provide information that substantiates accomplishment of Revenue Recovery's mission.
